Instructions:

  1. Preheat the Oven: Preheat your oven to 375°F (190°C).
  2. Cook the Meat: In a large skillet over medium heat, brown the ground beef or turkey. Add the chopped onion and minced garlic, cooking until the onion is soft. Drain excess fat if necessary.
  3. Add Vegetables: Stir in the chopped bell peppers and cook for about 5 minutes until they start to soften.
  4. Combine Ingredients: In the skillet, add the diced tomatoes (with juice), cooked rice, Italian seasoning, salt, pepper, and broth (if using). Mix well and let it simmer for a few minutes.
  5. Transfer to Baking Dish: Pour the mixture into a greased 9×13 inch baking dish. Spread it evenly.
  6. Add Cheese: Sprinkle the shredded mozzarella cheese over the top of the casserole.
  7. Bake: Cover the dish with aluminum foil and bake in the preheated oven for 25 minutes. Remove the foil and bake for an additional 10-15 minutes, or until the cheese is bubbly and golden.
